Budget Surplus

Operating revenue for FY2001 is estimated at $34.27 billion with total expenditure estimated at $28.05 billion. After discounting special transfers to the CPF Top-Up Scheme and 3 endowment funds (namely, the Lifelong Learning Endowment Fund, the ElderCare Fund and the Medical Endowment Fund), the estimated out-turn for FY2001 is a budget surplus of $4.37 billion. Government's budget policy continues to be characterised by restraint in Government expenditure. Total expenditure is kept at a level that can be sustained by operating revenue. Deficits are avoided unless the circumstances are exceptional.
