Development Expenditure
Development expenditure is estimated
to decrease marginally by $30.11 million to $9.40 billion.
This is basically because the FY2001 figure does not
include land-related expenditure whereas the FY2000
figure includes this item. If the land-related expenditure
were taken off the development budget of FY2000, the
development expenditure for FY2001 would go up by $1.15
billion, an increase of 13.9% over FY2000.
Of the development expenditure, direct
expenditure by the ministries account for $5.85 billion
or 62.2%. Capital grants for projects undertaken by
the statutory boards and aided institutions take up
the remaining $3.55 billion or 37.8%.
Major on-going development projects
undertaken by ministries include the selective en-bloc
redevelopment scheme for public housing ($829.31 million),
the programme for rebuilding and improving existing
Government primary and secondary schools ($267.47 million)
and Phase 1 of the deep tunnel sewerage system ($230.36
million).
The bulk of the capital grant of $3.55
billion goes to the statutory boards under the Ministry
of Communications and Information Technology ($1,104.45
million), the Ministry of National Development ($931.54
million), the Ministry of Education ($696.13 million)
and the Ministry of Trade and Industry ($469.81 million).
The provision for the Ministry of Communications and
Information Technology is mainly for the Land Transport
Authority ($1.06 billion) for rail and road development
projects. The bulk of the provision to the Ministry
of National Development is $902.86 million for capital
grant to the Housing and Development Board. The provision
for the Ministry of Education is for the upgrading and
development of facilities in the higher educational
institutions and aided schools. The provision for the
Ministry of Trade and Industry is mainly to fund the
Economic Development Assistance Scheme administered
by the Economic Development Board ($228 million) and
the Enterprise Development Fund administered by the
Singapore Productivity and Standards Board ($167.94
million).
